Compliance requirements

The tender documents include mandatory exclusion grounds. The bidder must confirm that neither the bidder nor its management, supervisory or representative persons have been finally convicted in the last five years for participation in a criminal organisation or corruption, unless the exclusion period has already expired. The bidder must also confirm that it is not established in the Russian Federation or Belarus, and that any entity relied on for qualification is also not established there. The bidder must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. The bidder must also confirm that it will not involve subcontractors, suppliers or relied-on entities linked to the Russian Federation in a way that would make the contract void under sanctions rules. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning where allowed by law or the tender documents.

Qualification criteria and exclusion grounds

The bidder must prove prior experience in technical maintenance services. For both parts, the bidder must have performed at least 3 service contracts for buildings with a closed net area of more than 500 m² during the 36 months before the publication date of the contract notice. For Part 1, the references must cover EVS 807 code activities 240, 250 and 270; for Part 2, EVS 807 code activities 281, 282, 283 and 284. The bidder must provide a list of contracts with the names and contact details of the counterparties, the site address, the contract period and, where applicable, the public procurement reference number. The contracting authority may also request a confirmation letter from the previous client stating that the services were performed properly. The bid must comply with all tender document requirements, and where relevant the bidder must include equivalence evidence and Form 2. In the case of a joint bid, an authorised representative must be appointed and Form 8 must be submitted. The bid must also include a list of documents protected as business secrets with reasons for that designation.
