Qualification criteria and exclusion grounds
The bidder must demonstrate financial and technical capacity and provide the required data and evidence upon the contracting authority’s request. The requirements are as follows: the average net turnover for the last three completed financial years must be at least EUR 400,000 per year; if the bidder has operated for less than three years, the arithmetic average net turnover over the operating period must be at least EUR 400,000. Within the last 60 months, the bidder must have properly performed at least one similar construction contract involving the construction, renovation, repair, reconstruction or extension of a publicly used road, highway or street, including a public car park or square, with at least 5,000 m² of asphalt concrete surfacing installed. For the reference, the bidder must provide the client’s name, contact person, year of performance, size of the object and contract value, and, if requested, a confirmation letter from the client. To manage the construction process, the bidder must involve a project manager with at least professional qualification Road Engineer, level 6, specialising in roads and with the occupation of construction management. If the qualification cannot be verified from the register, a document proving the qualification, education or equivalent must be submitted. If the bidder relies on the resources of another person, the details and consent of that person must also be provided. The tender price must be submitted according to the required table structure, and equivalent-solution evidence must be added where necessary.
