Compliance requirements

The exclusion grounds include, at a minimum, final convictions for participation in a criminal organisation, corruption, fraud, terrorism, money laundering, non-payment of taxes or social security contributions, and other statutory grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. Goods that are the object of international sanctions, or goods originating from sanctioned regions, are not allowed. In addition, subcontractors and suppliers linked to the Russian Federation may not be involved for more than 10% of the contract value.

Qualification criteria and exclusion grounds

The bidder must submit the completed bid submission form. The offered vehicle must comply with the requirements set out in the technical specification. The bid must state the manufacturer and model of the offered vehicle and include a description on the form provided by the contracting authority. The bidder may also attach the manufacturer’s information, a website address or any other document describing the offered vehicle. The submitted information must be in Estonian or English; if the original text is in another language, an informal Estonian translation must be added. If a maintenance schedule is required, it must also be submitted. The bid must comply with all requirements set out in the tender documents. Where equivalence is relied on, the bidder must explain it and provide evidence of equivalence.
