Compliance requirements
The notice includes mandatory exclusion grounds for criminal convictions, including participation in a criminal organisation, corruption and fraud. The bidder or its managers/representatives must confirm whether any final conviction within the last five years applies, and whether any exclusion period is still in force. If an exclusion ground exists, the bidder may have to provide evidence of self-cleaning. The machine-readable notice was truncated, so the full list of exclusion grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder’s team must include at least 1 responsible person for carrying out the audit and preparing the report/certificate, and that person must participate personally in contract performance. The responsible person must be a sworn auditor; if the professional qualification was issued abroad, the bidder must provide details and/or evidence of that qualification. At least 24 months of work experience in internal or external auditing is required, as well as experience in at least 1 similar contract as auditor, audit manager or responsible person. A similar contract means a project audit, i.e. a cost audit, with a project duration of at least 1 year and a total project value of at least EUR 1,000,000. The responsible person’s CV must be submitted. In the case of a joint bid, a power of attorney from the joint bidders must be included. The bidder must also confirm that the bid complies with the conditions set out in the procurement documents and that the bid price is submitted in the required structure. For subcontractors and suppliers used in contract performance, only those established in Estonia, another EU Member State, another EEA contracting state or a WTO Government Procurement Agreement country may be used.
