The tender documents include mandatory exclusion grounds. A bidder must confirm that neither the company nor its management, supervisory or representative persons have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or that any exclusion period in the judgment has expired. The notice also refers to other standard exclusion grounds in the procurement documents, so the official tender documents must be checked for the full list and any self-cleaning or proof requirements.

The bidder must prove prior experience: within the 36 months before the start of the procurement, at least 1 transport and/or logistics services contract must have been performed for a total value of at least EUR 50,000. Services provided on the basis of invoices may also be accepted if they match the subject of the tender. A list of contracts must be submitted with information on value, service dates and the other contracting parties. The contracting authority may verify proper performance and may disqualify the bidder if the references are insufficient or non-compliant. The offer must comply with the technical specification, and the bidder must submit the required technical specification/offer form. If the bid is a joint tender, a power of attorney for the joint bidders must be attached. The machine-readable notice did not include any other precise qualification or compliance requirements; these must be checked in the official tender documents.
