Qualification criteria and exclusion grounds

The bidder must demonstrate prior experience in the relevant field. For Lot 1, at least 1 contract for the supply and maintenance of ultra-low temperature freezers (-86 C) must be submitted, and it must have been performed within the 36 months before the start of the procurement for at least EUR 10,000 excluding VAT. For Lot 2, at least 1 contract for the sale of laboratory equipment must be submitted, and it must have been performed within the same 36-month period for at least EUR 5,000 excluding VAT. If the contract is older or still ongoing, the bidder must state how much of it was performed during that period. The contract description, value, performance period, and buyer and contact details must be provided. In addition, the bid must include a technical offer with the manufacturer, model and technical parameters of the equipment, confirm that the offered equipment is new, and provide warranty-related confirmations. The warranty for the offered equipment must be at least 2 years, technical support must be available on working days by email and phone, and maintenance and repair during the warranty period must be carried out by a manufacturer-authorised or certified technician. The bid price must include transport, delivery to Ravila 14a, Tartu, installation, operational testing and initial training. If the bid is signed by a representative whose authority does not appear in the register, a power of attorney must be submitted. In the case of a joint bid, a joint bidder power of attorney and ESPD documents for all bidders must be submitted.
