Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender passport, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour and other forms of human trafficking, and other listed grounds. If an exclusion ground applies, the bidder may be asked to provide evidence of self-cleaning where allowed by law or the tender documents. The machine-readable notice did not include the full list in a concise form; the exact exclusion grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
To be compliant, the bidder must submit the bid price in the required table and structure. Before submitting the bid, the bidder must inspect the site in person and this must be recorded together with the contracting authority. The bidder must confirm that it has fulfilled the requirements set out in point 5 of the invitation to tender and attached all required documents. The tender passport also requires general company information and, where applicable, information on joint bidders, reliance on the capacities of other entities and subcontractors. The machine-readable notice did not include precise selection or suitability criteria; these must be checked in the tender documents.
