Compliance requirements
The tender documents include the standard exclusion grounds. A bidder must confirm that neither the bidder nor its managers or other authorised persons have been finally convicted in the last five years for criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, and other listed exclusion grounds. If an exclusion ground applies, the bidder may need to show self-cleaning measures. The machine-readable notice did not include the full precise list, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must prove technical and professional capability through at least one similar contract completed within the last 60 months, under which at least 400 metres of water and sewer pipelines were built or reconstructed. Reliance on the references of a joint bidder or subcontractor is allowed. A list of significant works contracts must be submitted, including the performance period and the contracting parties; if the contract was awarded through a public procurement procedure, the procurement reference number must also be provided. If the reference concerns work carried out as a joint bidder, the bidder must explain its own share and the percentage of the contract value it represented. When submitting the bid, the bidder must confirm that the bid complies with the tender documents, that it is submitted in the required structure, and that, where necessary, equivalence has been explained and supporting evidence attached. Form_1_1_Work Schedule must also be completed. If this is a joint bid, a power of attorney from the joint bidders must be attached. The machine-readable notice did not include precise qualification or compliance requirements; these must be checked in the official tender documents.
