Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including criminal organisation participation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other grounds listed in the ESPD. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning where allowed. The machine-readable notice did not include the full list in a concise form, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must have a repair workshop in Jõgeva County, Tartu County, Võru County or Valga County equipped with the modern tools and special equipment needed to provide the service. The bidder must provide details of at least one such workshop or a written agreement for obtaining or using the necessary equipment. At least one responsible maintenance and repair specialist must be involved in performing the framework agreement personally and must have experience, during the 3 years preceding the start of the procurement, in repair or maintenance work on all-terrain vehicles, i.e. snowmobiles or wheeled all-terrain vehicles. The bid must comply with the tender documents and the bidder must submit the cost breakdown on the contracting authority’s form. In the case of a joint bid, an authorised representative must be named and a power of attorney from the joint bidders must be attached. The contracting authority may request supporting evidence of the specialist’s experience if in doubt.
