Compliance requirements

Qualification criteria and exclusion grounds

The bidder must have at least one responsible person for managing water and sewer pipeline construction works. That person must hold at least a diploma engineer qualification in water supply and sewerage engineering or an equivalent qualification, EQF level 7 or higher, with specialisation in external water supply and sewerage and competence in managing construction activities. The bidder must provide the person’s details and, upon request, documents proving the professional qualification. The person responsible for managing district heating pipeline reconstruction and construction works must hold at least a certified heating engineering qualification, with specialisation in district heating and district cooling systems and competence in managing construction activities, or an equivalent EKR/EQF level 7 qualification. Details of that person must also be provided, and qualification documents must be submitted if requested. The bidder must prove previous experience during the last 60 months: at least 50 m of drinking water pipeline construction with a diameter of at least de63 mm using the open-trench method, and at least 30 m of gravity sewer or stormwater sewer pipeline construction with a diameter of at least de200 mm using the open-trench method. These works may have been completed under up to two contracts. The bidder must provide the contract dates, a short description of the works, the client’s name, email address and telephone number, and, in the case of a public procurement, the reference number. The contracting authority may request confirmations from the client that the works were performed properly. The bid must be submitted in the required structure, with the price in euros excluding VAT and accurate to two decimal places. Conditional bids are not allowed. If the bid relies on equivalence, the bidder must explain it if necessary and attach evidence. In a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached.
