Compliance requirements
The tender documents include the standard exclusion grounds from the Public Procurement Act, especially convictions for participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. If an exclusion ground applies, the bidder may submit evidence of self-cleaning where allowed. The machine-readable notice did not provide a complete list of all exclusion grounds, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must hold a licence to provide security services. If the bidder is not established in Estonia, it must provide a certificate from the competent authority in its country of establishment confirming registration or a licence for that activity. If the bidder relies on the capacities of another company, it must show that the person holding the relevant licence will perform the contract itself. When submitting the bid, the bidder must confirm that the bid complies with the tender documents and, where necessary, attach documents proving equivalence. If a joint bid is used, a power of attorney from the joint bidders must be attached. If subcontracting is used, the bidder must provide subcontractor details and a signed ESPD for each subcontractor. The bid price breakdown must be submitted in the required structure, and all costs necessary for proper contract performance must be included. Zero or negative prices are not allowed.
