Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted.
The bidder must also confirm that it will not involve subcontractors or suppliers representing more than 10% of the contract value who are Russian citizens, residents, or entities established in the Russian Federation, or persons or entities connected with them. The contracting authority will reject a bid if the contract to be awarded would be void under the sanctions rules.
The bidder must confirm that the goods offered are not subject to international sanctions and do not originate from sanctioned territories. It must also confirm that the drivers have held the relevant category driving licence for at least 3 years and that drivers involved in transport for minors have no child-related work restrictions.
Qualification criteria and exclusion grounds
The bidder must have, or obtain by the first day of contract performance, a community transport licence or a taxi transport licence and a taxi vehicle card authorising paid passenger transport in Estonia. The bidder must confirm the existence of the licence or explain why it is being applied for.
The bidder must have carried out at least one similar assignment during the last three years that is comparable to the subject of the contract. A similar assignment means providing transport services for persons with special needs in a comparable volume. A list of contracts completed during the last three years must be submitted.
The bidder must provide in the ESPD details of previously completed contracts, including the other party’s contact details. If the information is electronically available, this must also be indicated.
The bid must include the bidder’s declaration with confirmations and, for lot 1, the list of vehicles to be used. If the bid is joint, a power of attorney for the joint bidders must be submitted.
The bid must comply with the procurement documents, be submitted in the required structure, and, where equivalence is relied on, the relevant explanations and proof of equivalence must be attached. For lots 1 and 2, the vehicle and service-specific requirements set out in the procurement documents also apply.
