Compliance requirements
The machine-readable notice includes the standard exclusion grounds, including participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, and other mandatory exclusion grounds from the tender documents. The bidder must confirm whether any of these grounds apply to the company or to persons who manage, represent or control it. If an exclusion ground exists, the bidder may need to provide evidence of self-cleaning where allowed. The exact list and any detailed declarations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s average net turnover for each financial year ended by the start of the last three procurement procedures (2023–2025) must be at least EUR 200,000 per year. The bidder must provide the turnover amount, currency and, where required, an electronic proof or source reference.
Within the 60 months before the start of the procurement, the bidder must have properly completed at least 2 works consisting of ditch construction of at least 450 m and/or pipe construction of at least 800 m. For these works, the bidder must provide a description, total amount, period, client and any other required details if requested in the tender documents.
For contract performance, a project manager must be appointed who has at least level 7 as a certified water supply and sewerage engineer and experience on a similar project. The machine-readable notice did not show the full scope of this experience requirement, so it must be checked in the tender documents.
The bid must comply with the tender documents, be unconditional and be submitted in the prescribed structure. If equivalent solutions are used, their equivalence must be explained and supported by evidence where necessary. In the case of a joint bid, a power of attorney from the joint bidders must be submitted. The bid price must be submitted on the prescribed form, and a zero price is not allowed.
