Compliance requirements
The bidder must confirm the mandatory exclusion grounds related to criminal convictions, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour and other forms of human trafficking, as set out in the tender documents. If an exclusion ground applies, the bidder may be allowed to provide evidence of self-cleaning where this is permitted by law or by the tender documents. The machine-readable notice did not include the full list in a concise form, so the exact exclusion grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must submit its tender in accordance with the tender documents and the pricing form in Annex 2. Prices for standard and urgent orders must be provided for the Estonian-English, English-Estonian, Estonian-Russian, Russian-Estonian, Estonian-Finnish, Finnish-Estonian, German-Estonian and Estonian-German language pairs; prices for other language pairs must be provided if the bidder is able to deliver those services. One translated page is 1,800 characters including punctuation and spaces, and the price must cover translation, proofreading with substantive and specialist editing, and final review. In the case of a joint tender, a power of attorney from the joint bidders must be submitted. The tender must comply with the requirements in the tender documents and, where relevant, documents proving equivalence must be attached. If the machine-readable notice does not set out the exact qualification or suitability requirements in full, they must be checked in the tender documents.
