Compliance requirements
The machine-readable notice lists the standard mandatory exclusion grounds, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour and other forms of human trafficking, and other legally defined grounds. The bidder may also need to confirm self-cleaning measures where applicable. The exact full list and any recovery or proof requirements should be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must prove previous experience: for each lot, at least 2 previously performed contracts or assignments are required that match the characteristics defined by the contracting authority. They must have been completed within the 36 months before the start of the procurement, and the bidder must provide a description, value, dates and the other contracting parties. The ESPD states that the public contracting authority may also take into account contracts completed more than 3 years ago. In addition, the bidder must complete the technical offer according to the table for the relevant lot and submit the confirmations and evidence required by the tender documents, including evidence of equivalence where needed. For the furniture lot, the bidder must confirm the use of wood from legal sources, provide information on REACH candidate substances, include disassembly and repair instructions, and offer a warranty of at least 2 years together with spare parts or equivalent elements available for at least 2 years after delivery. The bid must comply with all conditions set out in the tender documents.
