Compliance requirements
The notice includes mandatory and optional exclusion grounds. The bidder must confirm that none of the exclusion grounds apply, including criminal convictions, tax or social security debts, and international sanctions. The bidder must also confirm that it is not in bankruptcy or liquidation, has not seriously breached previous public contracts, has not provided false information, has not tried to improperly influence the contracting authority, and is not otherwise barred from submitting a tender. The bidder is also asked to provide criminal record extracts to speed up the procedure.
Qualification criteria and exclusion grounds
The bidder’s average net turnover for the last three financial years (2023–2025) must be at least EUR 250,000 in one of those years, and turnover must be evidenced for each year separately. The bidder must have completed at least one similar contract in the last 60 months: construction or reconstruction of a heating pipeline with pre-insulated pipes, or construction of LPG pipelines, with at least 0.5 km of pipeline installed and a diameter of at least DN 200 mm. For similar works, the bidder must provide a list of the main contracts with a description of the contract, the dates of conclusion and performance, and the other party’s details; the contracting authority may also request proof of performance. The site manager must have at least the construction manager level 6 professional qualification or an equivalent. The project manager must have a level 7 thermal energy engineer qualification with specialisation in district heating and district cooling systems, or an equivalent; the project manager and site manager may be the same person. Welders for steel pipes must hold a valid certification for welding joints on pipes of the relevant diameter. Persons performing jointing work must have competence certificates and practical work experience. If a person with foreign credentials is used, the bidder must submit a copy of the licence or professional certificate issued in the country of establishment, or other proof of the right to perform the relevant work. The tender must include the required forms: proof of turnover, details of the site manager and project manager, the similar works form, welding certificates or equivalent evidence, and certificates or equivalent evidence for jointing specialists.
