Compliance requirements
The notice and tender documents include the usual mandatory exclusion grounds, especially criminal convictions, corruption, fraud, money laundering, terrorism-related offences, child labour and human trafficking, tax or social security debt, and sanctions-related grounds. The bidder must confirm these grounds in the tender and, where applicable, provide self-cleaning information. The machine-readable notice did not include a complete plain-language list of all exclusion grounds, so the official tender documents must be checked for the full wording.
Qualification criteria and exclusion grounds
The bidder’s aggregate net turnover for the last three audited financial years must be at least EUR 500,000. If the bidder relies on the resources of another entity, this must be indicated in the ESPD and that entity will be jointly liable for the relevant part of contract performance. The tender must include a service description, the pricing form and, if applicable, a power of attorney when the tender is signed by someone other than the bidder’s legal representative. To perform the service, the bidder must provide the following team for the full contract term: a system administrator, a network administrator, a monitoring administrator, a Kubernetes platform administrator and a security manager. The system administrator must have at least 5 years of experience in PostgreSQL or Oracle database administration and a training certificate for PostgreSQL or Oracle administration. The network administrator must have at least 3 years of experience in computer network administration. The monitoring administrator must have at least 3 years of experience in monitoring computer networks. The Kubernetes platform administrator must have at least 3 years of experience in administering the Kubernetes platform and a Kubernetes training certificate. The security manager must have at least 3 years of experience in the security of hosting environments. One specialist may cover up to two of these roles at the same time. For each required specialist, the bidder must provide a CV and information on at least one contract confirming work experience. The contracting authority may verify compliance with these requirements throughout the contract term, and specialists may be replaced only with prior approval from the contracting authority and only by a person with at least equivalent competence. The tender must remain valid for at least 90 days and include confirmation that it complies with the procurement documents.
