Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register or an equivalent register in its country of establishment. A bidder registered abroad must provide evidence of registration upon the contracting authority’s request.
The bidder’s net turnover for the last 3 years (2022, 2023, 2024) must be at least EUR 150,000 per year.
The bidder must confirm that it has, or will conclude before the contract is signed, liability insurance of at least EUR 150,000, and the insurance must cover the entire contract period.
The bidder must have at least 1 successfully completed street lighting construction contract from the last 60 months, involving the construction or renovation of street lighting with at least 100 lighting points. Evidence must include the work description, value, period and client details.
For the entire contract period, the works must be managed by one responsible project manager with higher education in construction or electrical engineering, at least 3 years of experience as a project manager for a construction or electrical contractor, and experience from the last 3 years in managing at least one street lighting renovation or construction project with at least 100 lighting points. The project manager CV must be submitted in the form required by the tender documents.
