Compliance requirements
The successful bidder will be checked for exclusion grounds under the Public Procurement Act before the contract is signed. The contracting authority checks the grounds in the procurement register interface and sanctionsmap.eu. If the data cannot be obtained through those queries, the authority may ask the successful bidder to submit all relevant data or documents before contract signature. For joint bids, the confirmation applies to all joint bidders. The bidder must confirm that neither it nor any joint bidder has the exclusion grounds listed in Section 95(1). If any of the grounds in points 1–3 of Section 95(1) apply, the bidder must, on request, submit justified self-cleaning measures under Section 97 for each relevant circumstance.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification or suitability criteria; these must be checked in the tender documents. As compliance requirements, the bidder must confirm that the bid meets the tender documents, that the bid is valid for 3 months, and that conditional bids are not allowed. The bidder must provide a document or link proving the right to provide product support for Arista equipment; if that right is shown through a cooperation partner, both the manufacturer’s authorisation and the partner’s cooperation confirmation must be provided. If the bid is successful, the bidder must provide contract details: company address, name and position of the signatory, basis for signing, contact person for contract performance, and bank account number. If there are persons who can represent or control the company and who are not visible in the business register, their names, personal identification codes and basis of representation must be provided. If this is a joint bid, an authorised representative must be named and the joint bidders’ power of attorney form must be attached. The bidder must also submit the price form on the template of Appendix 2 Technical Description and, where relevant, explain equivalence and attach supporting evidence.
