Compliance requirements
The bidder must confirm the mandatory exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or human trafficking, and the other standard exclusion grounds listed in the tender documents. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning, where allowed. The machine-readable notice did not include the full list in a concise form, so the exact exclusion grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have experience in providing similar services. At least 2 AI/ML systems must have been successfully implemented since 01/01/2023, and at least 1 of them must have used RAG (Retrieval-Augmented Generation) or a semantic search solution. For each project, the bidder must provide the project name, a substantive description of the activities, the client and the project value; the project value must be at least EUR 10,000 excluding VAT. In addition, the bidder must provide the name of a team member with experience from at least 2 projects involving open-weight models, including fine-tuning, inference optimization and deployment on-premises or in the cloud. According to the compliance requirements, the bidder must confirm that the tender complies with the procurement documents, that the tender is not conditional, that a power of attorney is attached in the case of a joint tender, and that the contract signatory and contact person are identified. The bidder must also provide confirmations regarding sanctions, subcontractors and business secrets where required.
