Compliance requirements

The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, nor persons with representation authority, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of trafficking in human beings, or the commission of a terrorist act or offences related to terrorist activity. The bidder must also confirm that the exclusion ground is not still in force. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include all precise exclusion grounds in full; they must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must show a net turnover of at least EUR 13,000,000 in each of the last two completed financial years. If the financial year follows the calendar year, this means 2025 and 2024. The bidder must have properly performed at least 2 similar construction contracts during the last 60 months. A similar contract means a contract where the bidder acted as the main contractor and the works were carried out on a building, part of a building, or a building complex with at least 3,000 m² of enclosed net floor area. The contract must have included interior construction or reconstruction of a building and, in addition, at least the following works: installation of a new central mechanical ventilation system with heat recovery, a new central cooling system, a new central building automation system, a new electrical system, and a new low-voltage system. The bidder must involve a construction project manager who holds at least the qualification certificate “Diplomeeritud ehitusinsener, tase 7”, specialty “Hoonete ehitus”, profession “Ehitustegevuse juhtimine”, or an equivalent qualification. The project manager must have at least 5 years of construction-related experience and experience managing similar works on at least one heritage-protected building or building complex with more than 1,000 m² of enclosed net floor area, either as the contractor’s site manager or project manager. The bidder must involve a site manager who has either at least the qualification certificate “Ehitusinsener, tase 6”, specialty “Hoonete ehitus”, profession “Ehitustegevuse juhtimine”, or an equivalent qualification, or at least the qualification certificate “Ehitusjuht, tase 6” with the full specialisation “Üldehituslik ehitamine”. The site manager must have at least 5 years of construction-related experience and experience managing similar works on at least one heritage-protected building or building complex with more than 1,000 m² of enclosed net floor area, either as the contractor’s site manager or project manager. The project manager and the site manager must be different persons. The bidder must provide the required details for all involved specialists in the ESPD or form 4. If a qualification certificate was issued in Estonia, the contracting authority will verify it in the public professional register; no document needs to be submitted. If the certificate was issued outside Estonia, the bidder must submit a document from the competent Estonian authority confirming that the foreign qualification corresponds to the required qualification.
