Compliance requirements
The bidder must confirm the standard exclusion grounds, including criminal organisation involvement, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, fraud, and other grounds listed in the tender documents. The machine-readable notice did not include the full precise wording of all exclusion grounds, so they must be checked in the official tender documents. For some grounds, self-cleaning may be possible if the contracting authority allows it.
Qualification criteria and exclusion grounds
The bidder must demonstrate technical and professional capacity. For lot 1, the bidder must have properly completed, as the main contractor and in accordance with good construction practice, at least 1 contract for the construction or repair of a public road within the 60 months preceding the start of the procurement, under which at least 42,000 m2 of top-layer asphalt surfacing was laid. If a bid is submitted for both lots, at least one completed contract must have involved the laying of at least 70,000 m2 of top-layer asphalt surfacing. The bidder must provide contract details, including the asphalt surface area, contract period, and the client’s and contact person’s details. On the contracting authority’s request, a confirmation from the other contracting party that the work was performed properly must be submitted. If the bidder relies on the resources of another company, that company’s consent and ESPD must be provided. The bid must comply with all requirements set out in the tender documents, and conditional bids are not allowed. In the case of a joint bid, an authorised representative must be appointed. Where relevant, the bidder must also confirm that the bid does not contain trade secrets or that any trade secrets have been duly justified and marked properly. The machine-readable notice did not include any more precise qualification or compliance requirements, so the official tender documents should be checked for the full details of the bid forms and supporting evidence required by the contracting authority.
