Compliance requirements
The bidder must confirm the mandatory exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, terrorist offences, fraud and other listed exclusion grounds in the tender documents. If an exclusion ground applies, the bidder may be allowed to show self-cleaning measures where the law or tender documents permit it. The machine-readable notice did not include the full list in one place, so the exact exclusion grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last completed financial year within the last three procurement-start years must be at least EUR 135,000 per year. Joint bidders may aggregate turnover. The bidder must provide in the ESPD data on its net turnover for the last three completed financial years.
Technical and professional capacity requirement: within the 60 months preceding the start of the procurement, the bidder must have properly performed at least 1 contract for work similar to the subject matter of the tender. Similar work means construction of a boardwalk, terrace or other walking surface covered with decking. The bidder must list the contracts in the ESPD together with information on the site, dates, value and the other contracting parties, and must be ready to provide client confirmations that the work was completed properly.
The bid must comply with the tender documents and be submitted in the required structure. The bidder must confirm that it has the intellectual property rights needed to perform the contract and that the bid is valid for 3 months. If the bid is submitted as a joint bid, a joint bidders’ authorisation must be attached. A site inspection certificate must be attached to the bid. The machine-readable notice did not include any other precise qualification or compliance requirements; these must be checked in the tender documents.
