Compliance requirements
The bidder must confirm that there are no exclusion grounds related to tax debts. The contracting authority excludes a bidder who has unpaid state taxes, fees or environmental charges under Estonian law, or tax or social security contribution debts under the law of the bidder’s country of establishment. A foreign bidder must also include evidence proving the absence of exclusion grounds.
Qualification criteria and exclusion grounds
Within the last 3 years, counted from the date the tender was announced, the bidder must have carried out at least 2 transformer installation or repair contracts, each worth at least EUR 10,000 per contract. A list of completed contracts from the last 3 years must be submitted, including the contract value, signing dates and details of the other contracting parties (name, telephone, e-mail). In addition, the bidder and/or its subcontractor must have a responsible person for the works who holds an A-class electrical competence certificate or at least the professional qualification of “Certified Electrical Engineer, level 7” with the relevant specialisation; copies of documents proving the qualification and competence must be submitted.
