Compliance requirements
The bidder will be excluded if any of the exclusion grounds listed in the notice apply, including convictions for organised crime, corruption, fraud, terrorism-related offences, illegal employment of foreigners, child labour or human trafficking, tax or social security debt, or a sanctions-related restriction. The bidder must confirm that none of these exclusion grounds apply.
Qualification criteria and exclusion grounds
The bidder must be entered in the commercial register of its country of establishment, if required by that country's laws, and provide evidence of registration where applicable, unless the Estonian bidder is exempt from submitting a register extract. The bidder and/or its subcontractor must have performed at least one similar contract during the 36 months before the start of the procurement, covering maintenance and/or repair services for building or structure technical systems and/or equipment, including gates, barriers or similar mechanisms. Form 2, the list of contracts, must be submitted with the contract title, short description, performance period and the other contracting party. The bidder and/or its subcontractor must have qualified responsible persons for the works: a person managing electrical works with at least a Class B competence certificate, and at least one welder with the professional qualification Welder, level 4, or an equivalent or better certificate under EVS-EN ISO 9606-1. Form 3, the list of responsible specialists, and copies of documents proving competence must be submitted; a foreign bidder may submit equivalent documents from its country of establishment and a confirmation that it will submit, within one month after signing the contract, the confirmation issued by the Consumer Protection and Technical Regulatory Authority regarding the responsible person's qualification and competence.
