Compliance requirements
The tender documents include mandatory exclusion grounds, including participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, and fraud. If an exclusion ground applies, the bidder may be able to provide evidence of self-cleaning. The exact exclusion grounds and any recovery options must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last completed financial year must be at least EUR 100,000. The same threshold is set for general annual turnover. The bidder must confirm compliance with the turnover requirement in the ESPD and, if requested, provide an extract from the latest annual report or another supporting document. For a legal entity registered in Estonia, a separate proof may not be required if the data are publicly available to the contracting authority from official registers. The tender must be submitted according to the structure set out in the tender documents, a price table must be included, and the bidder must confirm that the tender complies with the procurement documents and, where necessary, that equivalence has been explained. If the bid is joint, a power of attorney for the joint bidders must be attached.
