Compliance requirements
The tender documents include the standard exclusion grounds from the Estonian Public Procurement Act, including convictions for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences. Qualification criteria and exclusion grounds
The bidder must have completed at least one equivalent construction project within the 60 months before the start of the procurement procedure. An equivalent project means the construction of a road, street or pedestrian and cycle path with a value of at least EUR 50,000 excluding VAT. The bidder must submit evidence in a way that allows the contracting authority to verify proper performance without additional questions, and must also provide the client’s contact details for reference checks. The bid must comply with the tender documents, the quantity schedule must be completed, and proof of equivalence must be attached where relevant. If the bidder is a joint bidder, a joint bidder power of attorney must be included. If the bid contains trade secrets, this must be justified.
