Compliance requirements
The bidder must confirm the standard exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, and terrorist offences. The bidder must also confirm that any self-cleaning measures have been taken where applicable. Qualification criteria and exclusion grounds
The bidder must have properly performed at least one construction contract similar to the subject matter of the procurement within the last 60 months. A similar contract is one under which at least one mast with a steel lattice structure and a height of at least 35 metres was built. If the work was carried out under a framework agreement, qualification may also be demonstrated through contracts concluded and performed under that framework agreement. The bidder must submit a list of contracts with the contract dates, performance dates, description of the works and details of the other contracting party; if needed, a confirmation from the client that the contract was performed properly must be provided. If the bidder relies on the resources of another undertaking or a joint bidder, the details and consent of that person must also be submitted. The bid must comply with the tender documents and, where equivalence is claimed, the relevant evidence must be attached. In the case of a joint bid, a power of attorney and an ESPD for each joint bidder must be submitted. Subcontractor-related confirmations are required, and during contract performance only subcontractors and suppliers established in the required countries may be used.
