Compliance requirements

The bidder must confirm the standard exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud and the other mandatory grounds listed in the tender documents. Qualification criteria and exclusion grounds

The bidder must submit the ESPD and, if requested by the contracting authority, evidence proving compliance with the selection criteria. The financial requirement is an annual total net turnover of at least EUR 70,000 in each of the last three completed financial years; this is proved by annual accounts or, if the latest accounts are not yet filed, by a turnover statement signed by the management board. The technical capacity requirement is experience in creating and implementing at least three information campaigns during the last three years from the publication of the tender. The bidder must provide a list of the main contracts, including their value, period of performance, other contracting parties and, where applicable, the public procurement register reference numbers. The team must include at least three specialists covering the core functions of advertising services: a project manager, a content creation specialist and a design specialist. The project manager must have a relevant higher education degree in advertising, marketing, communications, design or an equivalent field; an equivalent qualification may also be another higher education degree together with relevant additional training and/or demonstrable work experience. The content creation and design specialists must have relevant education or an equivalent qualification, including work experience, in the respective field. The bidder must provide a copy of the project manager’s education certificate and the names, roles, qualifications and experience descriptions of the team members.
