Compliance requirements
The machine-readable notice contains standard exclusion grounds, including participation in a criminal organisation, corruption, fraud, terrorist offences, and other mandatory exclusion grounds under the procurement rules. If an exclusion ground applies, the bidder may be asked to show self-cleaning measures. The exact list and any detailed conditions must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last financial year ended by the start of the procurement must be at least EUR 55,000. Joint bidders may aggregate turnover. To prove turnover, the bidder must provide the relevant data in the ESPD and, on request, the latest annual accounts or other evidence. If the bidder relies on another company’s resources, it must also provide that company’s details and, where required, its consent to be jointly and severally liable for the part of the contract performed using those resources. To prove technical and professional ability, the bidder must submit a list of road construction contracts for public roads completed within the last 60 months and matching the contracting authority’s specified characteristics. On request, the bidder must provide the client’s confirmation that crash barriers were installed on a public road under those contracts and that the work was performed properly. If the bidder relies on another company’s experience, it must also provide that company’s details and consent. To ensure compliance of the tender, the bidder must complete the required bill of quantities and confirm acceptance of all conditions set out in the contract notice and tender documents.
