The bidder, and any member of its management, administrative or supervisory body, any procurator, or any other person with power of representation, must not have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering, terrorism, child labour, human trafficking, tax offences, or any other exclusion ground listed in the tender documents. If such a ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm compliance with sanctions-related restrictions and that it does not use prohibited subcontractors or suppliers connected to the Russian Federation for more than 10% of the contract value.

The bidder must show annual net turnover of at least EUR 160,000 for each of the last two completed financial years. The last completed financial year’s accounts may be unaudited. The successful bidder must submit extracts from the accounts for the last two completed financial years, or other evidence if the data are publicly available to the contracting authority from a register. The bidder must have properly performed at least two sales contracts for office and household supplies within the last 36 months before the deadline for publication of the contract notice. Each contract must have had a value of at least EUR 80,000 excluding VAT. If a contract has not ended, it must have been performed to the required extent during that period. The bidder must provide a list of the contracts with a short description, the dates of conclusion and performance, the value, and the details of the other contracting party.
