Compliance requirements
The bidder must confirm the mandatory exclusion grounds, including participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, terrorist offences, and other criminal-conviction-based grounds listed in the tender documents. The bidder must also confirm the sanctions-related statement that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. If an exclusion ground applies, the bidder may be asked to provide evidence of self-cleaning, where allowed by law or the tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last financial year ended by the start date of the procurement must be at least EUR 680,000. Joint bidders may aggregate the figures. The bidder must provide information on its net turnover for the last financial year and, on the contracting authority’s request, an extract from the annual report or other evidence of the turnover amount. If the bidder relies on the resources of another company, it must also provide that company’s details and, where necessary, its consent and evidence that it will be jointly and severally liable for performance of the part of the contract covered by those resources.
For technical and professional capacity, the bidder must submit a list of public road construction contracts that meet the contracting authority’s specified characteristics and were completed within the 60 months preceding the start of the procurement. The contracting authority may also request confirmation from the client that the works were carried out properly. The machine-readable notice did not include any other precise qualification or compliance requirements; the remaining requirements must be checked in the tender documents.
