Compliance requirements
The tender documents include the standard exclusion grounds from the Public Procurement Act, including participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning where allowed. The machine-readable notice did not include the full list in a concise form, so the exact exclusion grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last 3 financial years must be at least EUR 152,000. Turnover data by year must be provided. For technical capacity, the bidder must submit at least 1 contract in the field of establishing an open-water aquaculture solution, completed within the 36 months preceding the start of the procurement, for at least EUR 50,000 excluding VAT. If the contract was signed earlier or is still ongoing, the bidder must state how much of it was completed during that 36-month period. Under the compliance requirements, the bidder must confirm that the bid complies with all tender document requirements, that the bid remains valid for at least 3 months, that powers of attorney must be provided where needed for a legal representative or joint bidders, and that the warranty for the supplied components and installation must be at least 2 years from handover. If the bid contains trade secrets, this must be identified and justified separately.
