Compliance requirements
The bidder must confirm the standard exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, and other exclusion grounds listed in the tender documents. The bidder may need to provide dates, reasons, persons convicted, exclusion periods and self-cleaning information if applicable. The machine-readable notice did not include the full precise list, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must prove that it has carried out at least 2 similar road surface dressing works during the last 60 months, and the total surfaced area of those two works must be at least 40,000 m2. The similar works must have been completed and properly performed. The bidder must submit a list of the works with site details, the time of performance, the volume of work and the client’s contact details, together with evidence that the works were carried out properly. For Lot 1, the bidder’s project manager must have at least the professional qualification of road engineer, level 6, or equivalent. The bid must be submitted on the form provided by the contracting authority and must comply with all conditions set out in the procurement documents. If the bidder submits a joint bid, an authorised representative must be named and a power of attorney from the joint bidders must be attached.
