Compliance requirements
The tender documents list mandatory exclusion grounds, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other legally defined grounds. If an exclusion ground applies, the bidder may need to show self-cleaning measures where allowed. The machine-readable notice does not provide the full exclusion list, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must have a security services operating licence or another relevant licence if such a licence is required under the law of its country of establishment. The bidder must also have provided similar guarding services under at least 2 different contracts during the 36 months before the start of the procurement. Each contract must have had a value of at least EUR 50,000 excluding VAT. The bidder must provide the contract description, value, dates of performance and information on the other contracting parties; in public procurement cases, reference numbers must be shown. The tender must comply with point 3 of the technical specification, and the bidder must confirm that the tender complies with the tender documents. If the tender is submitted by a person without signing authority, a power of attorney must be provided. In the case of a joint tender, an authorised representative must be named and a joint-bidder power of attorney must be attached. When marking business secrets, the bidder must explain what information is confidential and why; the tender price and numerical indicators used for award criteria may not be marked as business secrets.
