Compliance requirements
The tenderer must confirm the standard exclusion grounds, including participation in a criminal organisation, corruption, fraud and the other mandatory grounds listed in the tender documents. If any exclusion ground applies, the tenderer may need to provide evidence of self-cleaning where allowed. The machine-readable notice did not include the full precise list, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment. The average annual net turnover in construction works for the last two financial years must be at least EUR 700,000. The bidder must have properly performed at least one similar construction contract during the last 60 months; similar work means the construction, extension or reconstruction of welfare, entertainment, education, healthcare or other public buildings, or parts of such buildings. For works carried out abroad, the intended use of the building must be proven. The ESPD must include at least the description of the works, total amount, bidder's share of responsibility, contract amount, performance period, client contact details and, if needed, Annex 4 Form VI. For contract performance, the bidder must involve a site manager with at least level 7 professional qualification as a chartered civil engineer specialising in building construction. The compliance conditions require confirmation of the joint bid power of attorney, conformity of the bid with the tender documents, existence of the bid security, declaration of business secrets, confirmation that no subcontractor subject to replacement under the exclusion rules will be used, and compliance with the international sanctions and lawful timber requirements. The bid security is EUR 5,000 and must be provided either by transfer to the contracting authority's account or by a guarantee letter.
