Compliance requirements
The machine-readable notice lists the standard exclusion grounds: the bidder may be excluded if the bidder or its managers/representatives have convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing; for illegal employment of foreigners or breach of foreign workers’ conditions, including paying less than the statutory wage; or for illegal use of child labour or human trafficking. The bidder may also be excluded if it has tax, duty or environmental charge arrears, or if the contract would breach an international or Government of the Republic sanction. The notice also mentions optional exclusion grounds for serious or repeated breach of previous public contracts and for false information or failure to submit required documents. The bidder must confirm the absence of these grounds.
Qualification criteria and exclusion grounds
The bidder must have performed, within the 36 months before the start of the procurement, at least two contracts where both contract subjects were mowing services, and one contract for snow removal and anti-slip treatment works. If the bidder relies on the resources of another company, a jointly signed statement must be submitted with the bid confirming that the other company has the necessary resources, agrees to their use, the bidder will use them in contract performance, and both parties will be jointly and severally liable for the part of the contract performance based on that company’s technical and professional capacity. The bidder must provide the clients’ names, contact details, a short description of the contracts and the contract completion date to the nearest month. The bid must be submitted in the structure required by the procurement documents, and conditional bids are not allowed. If it is a joint bid, a power of attorney from the joint bidders must be attached. The machine-readable notice did not include any more precise qualification or compliance requirements; the rest must be checked in the tender documents.
