Compliance requirements
The machine-readable notice includes standard exclusion grounds such as participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, terrorist offences, and related grounds for exclusion of the bidder’s management or representatives. The bidder may be asked to confirm these points and, where allowed, to provide evidence of self-cleaning. The exact list and any detailed conditions must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must show a net turnover of at least EUR 800,000 in each of the last two financial years. The contracting authority will verify this itself. For construction experience, the bidder must have properly performed at least 3 construction contracts in the 60 months before the start of the procurement, where the subject was a kindergarten, social care building or other public building, and where ventilation works were carried out and at least one ventilation unit was installed. In those contracts, the bidder must have acted as the main contractor or the responsible contractor. A list of reference projects must be submitted, including the project name and location, the client’s name, the contract performance period, the gross floor area of the building, the bidder’s role, and, if requested, a client confirmation or other documentary proof of proper performance. In addition, the bidder must provide in the ESPD the required data and confirmations concerning bid compliance, the joint bid power of attorney, the site visit confirmation, the unit price table, and equivalence. The machine-readable notice did not include any other precise qualification or compliance requirements; these must be checked in the tender documents.
