Compliance requirements
The bidder must confirm the mandatory exclusion grounds, including convictions for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences. The bidder must also confirm that it does not use a subcontractor that would have to be replaced under the relevant exclusion rule. If an exclusion ground exists, the bidder may provide evidence of self-cleaning where allowed. The machine-readable notice did not include all precise exclusion details; the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must have prior experience in installing external electrical networks and street lighting. Within the five years before the contract notice, the bidder must have completed at least one contract for the maintenance, construction, installation, reconstruction or repair of a street lighting network with a value of at least EUR 200,000 excluding VAT. The bidder must provide the contract object description, the client’s name, the procurement reference number, the contract period and the contract value, together with the client’s confirmation that the works were performed properly; the confirmation letter is not required if the client was Tartu City Government. The bidder must have a registration in the Economic Activities Register for electrical works. The bid must be submitted with all rows of the bid table completed with numerical values.
