Compliance requirements
The tender documents include mandatory exclusion grounds. A bidder must confirm that neither the bidder nor its management, supervisory or representative persons have been finally convicted in the last five years for criminal organisation, corruption, fraud, terrorist offences or other mandatory exclusion situations listed in the tender documents. If an exclusion ground exists, the bidder may need to provide evidence of self-cleaning where allowed. The machine-readable notice did not include the full list of exclusion grounds; the exact requirements must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s total annual turnover for each of the last three completed financial years must be at least EUR 100,000. If the data are not available from a public register, the contracting authority may request the bidder’s annual accounts or extracts for the last three financial years.
The bidder must have provided at least three similar services during the last 36 months. Similar services are defined as ship repair and maintenance works that included:
- repair work on various ship equipment and systems;
- hull repair work, including painting;
- repair work on ship auxiliary machinery.
The bidder must submit a list of these services with a short description, value, dates, client details and, where applicable, reference numbers. The compliance conditions also require the bidder to confirm that the bid complies with the tender documents, that a power of attorney has been attached in the case of a joint bid, and that the detailed bid price has been submitted in the required format. Participation in the contracting authority’s presentation event was also required for bid submission.
