Compliance requirements

The machine-readable notice states that the successful bidder will be checked for exclusion grounds. The bidder must confirm that neither it nor a joint bidder has the exclusion grounds listed in the notice, is not bankrupt or in liquidation, has no tax, fee or social security debt under the law of its country of establishment, and is not a related person to the technical consultant advising the housing association on the reconstruction. The notice also requires confirmation that the bidder’s average wage was above 70% of the average wage in the relevant sector during the reference period, and a Tax and Customs Board extract must be provided as proof. Qualification criteria and exclusion grounds

The bidder must be registered in the business register for construction activities covering general construction, indoor climate systems, and building-internal or adjacent water supply or sewerage systems. For electrical works, the bidder must also have a registration for electrical works covering the construction, including installation, of electrical installations; for a foreign bidder, an equivalent proof may be accepted. The bidder’s net turnover for the financial year preceding the submission of the bid must be at least equal to twice the estimated contract value excluding VAT. The exact amount must be entered to the nearest euro. By the contract date, or within 10 calendar days after contract signature, the bidder must be able to provide a performance security amounting to 5% of the contract value. The security must remain valid throughout the construction period; depositing the corresponding amount into the beneficiary’s or a notary’s account is also accepted. Within the 60 months before the start of the procurement procedure, the bidder must have carried out at least one equivalent construction work with a value of at least half of the estimated contract value. An equivalent work means the construction, extension, or full-building reconstruction of a building as the main contractor, and it must include at least the construction or reconstruction of the building’s load-bearing and external envelope structures, the construction or reconstruction of a heat-recovery ventilation system, and the construction or reconstruction of a heating system. The bidder must provide the project name, building details, execution time, value, and proof through a use notice, occupancy permit, or a handover-acceptance report. The team must include a project manager with at least level 6 professional qualification as a construction engineer specialising in building construction, or level 6 construction manager qualification specialising in general construction. There must also be a site manager with at least level 5 construction foreman qualification specialising in general construction works. In addition, the team must include a ventilation and heating systems specialist with at least level 6 qualification as a heating, ventilation and cooling engineer with the relevant management competences, or level 6 construction manager qualification specialising in indoor climate systems, and a water supply and sewerage systems specialist with at least level 6 qualification as a water supply and sewerage engineer or level 6 construction manager qualification with the relevant specialisation. For electrical works, a person with at least a class B competence certificate or level 6 electrical engineer qualification in consumer electrical installations must be involved. The name and professional or competence certificate number of each person must be provided; for a foreign bidder, equivalent competence is acceptable. The bidder must have a quality management system in the construction field complying with EVS-EN ISO 9001 and an environmental management system complying with EVS-EN ISO 14001, or equivalent conditions. The machine-readable notice did not include any more precise requirements; these must be checked in the official tender documents or tender documents themselves if needed for the bid preparation process, especially for the compliance forms and supporting documents listed in the notice.
