Compliance requirements
The machine-readable notice states the usual exclusion grounds: the contracting authority checks whether the bidder has any grounds for exclusion under the Public Procurement Act, including insolvency or liquidation, direct or indirect involvement in preparing the procurement, and conflicts of interest. The bidder must confirm these points and, if an exclusion ground exists, be ready to provide explanations and evidence of self-cleaning measures where applicable. The notice also includes a national restriction on who may submit a bid, based on the bidder’s country of establishment or residence, but the exact restriction must be checked in the procurement documents.
Qualification criteria and exclusion grounds
The bidder must have organised at least two awareness campaigns during the 36 months before the start of the procurement, with multi-channel communication including digital channels, social media and traditional media. The campaigns should have been carried out in the social sector or on topics of public interest, such as child welfare, family relations or mental health. The bidder must submit a description of the campaigns, including the topic and the distribution channels used. The machine-readable notice did not include precise qualification, suitability or compliance requirements; these must be checked in the tender documents or official tender details.
