Compliance requirements
The machine-readable notice includes mandatory exclusion grounds. The bidder must confirm that neither the company nor its management, administrative or supervisory body members, nor persons authorised to represent or control the company, have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or related acts, or that any exclusion period stated in the conviction has expired. If an exclusion ground exists, the bidder may need to show self-cleaning measures, if allowed by the procurement documents or applicable law. The exact list and wording of exclusion grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s average construction turnover for the last three completed financial years must be at least EUR 200,000. The bidder’s total annual turnover for the last three completed financial years must also be at least EUR 200,000 in each year; the contracting authority will verify this itself. The bidder must have completed at least 2 construction or reconstruction works for a childcare institution, social institution or other public building during the last three financial years, each with a floor area of at least 300 m2, carried out correctly and in accordance with good construction practice. The bidder must have a project manager with either a professional certificate “Construction Engineer, level 6” with the specialisation “Building Construction” and competence “Management of Construction Activities”, or a professional certificate “Construction Manager, level 6” with the specialisation “General Construction”. A CV must be provided for the project manager, and if the person is not an employee of the bidder, a written consent or other equivalent proof must also be submitted. The bid must comply with the tender documents, and where necessary an equivalence explanation and supporting evidence must be included.
