Compliance requirements
The bidder must confirm the mandatory exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other grounds listed in the tender documents. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning where allowed. The machine-readable notice did not include the full list of exclusion grounds; the exact requirements must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have at least one responsible person employed by, or otherwise working for, the bidder under a contractual basis, holding a Level 5 site manager qualification or equivalent competence in heating system construction and cooling system construction. The bidder must provide that person’s name and qualification certificate number. If the bidder relies on another company’s specialist or resources, this is allowed only if the relevant work will be performed by that specialist during contract performance, and the required details and confirmations for the other company must be submitted. The tender must comply with the requirements in the tender documents, including the technical specification and drawings/sketches. In addition, a joint bidder power of attorney must be submitted if the bid is joint, together with the application form according to Annex 5, Form II. The machine-readable notice and the ESPD did not set out any other precise qualification or suitability requirements; these must be checked in the tender documents.
