Compliance requirements
The bidder must confirm the mandatory exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation or corruption, unless the exclusion period has already expired. If an exclusion ground exists, the bidder may have to show self-cleaning measures, if allowed by the procurement documents or the law. The machine-readable notice did not include the full list of exclusion grounds, so the exact requirements must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have properly performed at least one similar contract within the last 60 months, relating to interior works in buildings or premises. For some lots, the requirement is stricter: at least two similar contracts must be demonstrated, one for interior works in buildings/premises and another for building repairs or similar works. The bidder must provide in the ESPD a list of completed contracts and, where required, the client’s confirmation that the works were performed properly. As compliance requirements, the bidder must confirm that the bid complies with the tender documents, that the site has been inspected in person and the site-visit sheet has been signed, that the bid price has been submitted in the required structure, and that a power of attorney has been provided in the case of a joint bid. The bidder must also confirm that subcontractors or suppliers representing more than 10% of the contract value are not citizens, residents or entities established in the Russian Federation, or entities controlled by them.
