Compliance requirements
The bidder must confirm the mandatory exclusion grounds listed in the tender passport, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or other forms of human trafficking. If an exclusion ground applies, the bidder may be asked to show self-cleaning measures and, where applicable, provide supporting evidence. Qualification criteria and exclusion grounds
The bidder must be entered in the relevant professional register and must be authorised to carry out insurance activities in Estonia in the insurance field covered by the contract. The licence must be verifiable on the website of the Estonian Financial Supervision and Resolution Authority. If the bidder acts as a branch of a foreign company, the tender passport must be submitted for the foreign company. The bid must comply with the tender documents and the bid price must be submitted in the required structure. In the case of a joint bid, a power of attorney from the joint bidders must be attached.
