Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification or suitability criteria; these must be checked in the official tender documents. The tender passport sets out exclusion grounds and the bidder must provide confirmations for them. The compliance requirements state that the bid must comply with the tender documents, that equivalence must be explained where needed and supporting evidence attached, and that Appendix 8 Form II must be submitted. If the bid is a joint bid, a power of attorney for the joint bidders must be attached. For lot 1, the price must also be submitted in the Appendix 1 Excel price form and in the registry price form.
