Compliance requirements
The machine-readable notice lists the standard exclusion grounds: participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour and other forms of human trafficking, and the related conviction periods and self-cleaning questions. The bidder must confirm whether any of these grounds apply and, if relevant, provide the requested details and evidence. The notice also says that self-cleaning evidence may be submitted where allowed. Precise exclusion requirements should be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must prove financial and technical capacity. The required annual turnover is at least EUR 100,000 per year during the last two financial years. The bidder must also have completed at least two contracts similar to the subject of the tender within the last 60 months. For those contracts, the bidder must provide a description, total amount, the bidder’s share of responsibility, amount, period and, where relevant, the client and contact details. Under the compliance conditions, the bidder must confirm that the bid complies with the tender documents, submit the application for participation in the procurement, and, in the case of a joint bid, submit the power of attorney for the joint bidders. The bid price must be submitted in the structure set out in form 3.
