Compliance requirements
The bidder must confirm the mandatory exclusion grounds, including participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, terrorist offences, and other criminal-conviction-based exclusion grounds listed in the tender documents. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning where allowed. The machine-readable notice did not include the full precise list, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last financial year ended by the start of the procurement must be at least EUR 350,000. Joint bidders may aggregate turnover. If the bidder relies on the resources of another company, the bidder must also provide that company’s details and, where required, its consent and evidence of turnover.
To prove technical and professional capability, the bidder must submit a list of contracts for bridge, viaduct or tunnel construction works completed within the 60 months before the start of the procurement. The contracting authority may also request client confirmations or other evidence that the works were performed properly. The notice did not provide exact quantity or value thresholds for these contracts, so they must be checked in the tender documents.
For tender compliance, the bidder must submit the fully completed HD IV bill of quantities as an Excel file. The bidder may not change or delete the works descriptions, quantities or other data provided by the contracting authority. In the case of a joint tender, a power of attorney for the representative must also be submitted. The bidder must also confirm that it accepts all conditions set out in the contract notice and procurement documents, submits a tender only for the matters requested, does not use a subcontractor subject to replacement, and that the offered goods are not subject to international sanctions and do not originate from sanctioned regions.
