Compliance requirements

The bidder must confirm that none of the exclusion grounds listed in the Public Procurement Act apply to it. In practice this means no relevant convictions of the bidder’s management or representatives, no illegal employment offences, no child labour or trafficking offences, no tax or social security debt, and no breach of international or government sanctions. The bidder must also confirm that it has reviewed the rules and instructions on the contracting authority’s website.

Qualification criteria and exclusion grounds

The bidder must be registered in the business register of its country of establishment, or in another equivalent register if required by the laws of that country. For bidders registered in Estonia, the contracting authority checks the data itself. The machine-readable notice did not include any more precise qualification or suitability requirements; these must be checked in the tender documents. The bidder must also accept the tender conditions and confirm compliance with the required technical standard EVS 613:2023, and provide evidence if requested in the tender documents. The notice also requires confirmation of a minimum 24-month warranty for the traffic signs and acceptance of contracts without fixed quantities.
